Beijing E-Town started the application for the identification of offshore innovation centers. The offshore innovation centers recognized by Beijing E-Town includes two types: overseas R&D institutions (platforms), and overseas incubation centers.

This declaration is open to companies that have registered, paid taxes, and entered the unified system in Beijing E-Town, such enterprise should also have an independent legal personality, and have no major violations of laws and regulations within the past three years. 

The main business of the applicant unit should be in line with the leading and emerging industries in Beijing E-Town, such as new-generation information technology, new energy vehicles and intelligent connected vehicles, biomedicine and big health, robotics and intelligent manufacturing.

Applicants for overseas R&D institutions (platforms) should meet the following requirements:

The applicant should initiate the establishment, or joint establishment, acquisition and merger of overseas R&D institutions, and complete the registration or acquisition and merger procedures, or the applicant has signed a formal cooperation agreement with overseas companies, universities and institutes, clearly establishing a joint industry-university-research cooperation platform, with the platform having been listed and operated, and the overseas R&D institution (platform) should have been registered and established for more than one year (including one year);

The overseas research and development institutions (platforms) should focus on technological research and development, transfer and transformation of achievements, and personnel training, and should not directly engage in market-oriented product production;

Obtain at least one international invention patent within three years;

They should also promise that overseas R&D results will be introduced and transformed in Beijing E-Town and meet the other five requirements according to the technological accomplishment.

Applicants for overseas incubation centers should meet the following requirements:

The applicant should initiate the establishment or jointly establish an overseas incubation center, or cooperate with an institution with an independent legal personality to operate an overseas incubation center, and should have completed the registration or cooperation entrustment process, and the operator of the incubation center must have been registered for more than one year (including one year);

The area of the overseas incubation center should be more than 1,000 square meters (including 1,000 square meters), and there should be no less than 20 enterprises under incubation;

They should also promise that overseas R&D results will be introduced and transformed in Beijing E-Town and meet the other five requirements according to the technological accomplishment.
