Beijing E-Town promotes 'license-free' service model

Beijing Economic-Technological Development Area (Beijing E-Town) has released its Work Plan on Deepening the Reform of the 'Four Exemptions from Submission' in the Beijing Economic-Technological Development Area.

The plan is aimed at building a more solid data foundation, broadening the scope of exemption dimensions, and increasing the proportion of materials exempted.

Through data empowerment and collaborative efficiency improvement, the goal of this plan is to promote the digital application of certificates and materials generated by governments, applicants, and society in high-frequency scenarios, enabling enterprises and the public to handle affairs without certificates within the area, and create a relaxed, convenient, and efficient business environment.

The implementation of the plan is underway within the 225-square-kilometer E-Town area, featuring a "4+3+5" reform system. Four documents, including certificates issued by government departments, approval documents circulated within the government, materials submitted by applicants, and reports issued by social service agencies, are exempt from submission. Three types of business scenarios focus precisely on high-frequency matters, key processes, and integrated scenarios. Five exemption methods, including data retrieval, commitment reuse, shared verification, online issuance of certificates, and notification commitments, will be available.

In 2024, the proportion of services eligible for instant enjoyment without application reached 25 percent, significantly enhancing the application experience for enterprises. The implementation of the "Four Exemptions from Submission" will further reduce the quantity of application materials required.

The reform of the "Four Exemptions from Submission" will further help enterprises reduce operating costs and alleviate burdens in the areas of compulsory education enrollment, human resources services, comprehensive law enforcement scenarios, and taxation.

Going forward, E-Town is expected to expand the application of diverse scenarios of the of the "Four Exemptions from Submission", enhance the capacity of public service support, empower innovation in district-level service applications, and promote the improvement and efficiency of government services.
